Tortilla Cafe

Another Guy Fieri favorite, the Tortilla Cafe in Capitol Hill is one of the best Mexican and Salvadoran restaurants in Washington, DC. Furthermore, burritos, fried plantains, and quesadillas can all be enjoyed for under $5.
